We have been regularly rolling out fixes for specific exploits and tools to enable us to combat cheating with each patch and we are going to continue to do so. The end of the blog post is also worth nothing, where Rockstar reminds us that cheaters are never really going to go away: It would be one way of making an otherwise nebulous arrangement pretty clear.

My suggestion would be to let single-player modders go nuts, but give GTA Online modders and opportunity to hawk their wares in an in-game shopping mall or something like that.

Rockstar seems to support them, but it would shatter the in-game economy if players could get all the luxe items they wanted just by downloading them. While banning cheaters in competitive games is nothing new, I'm curious about the notion of cosmetic mods for GTA Online. Of course, while single-player mods seem to be fair game, Rockstar does. Recent updates to GTAV PC had an unintended effect of making unplayable certain single player modifications. This was not intentional, no one has been banned for using single player modifications, and you should not worry about being banned or being relegated to the cheater pool just for using single player PC mods. Our primary focus is on protecting GTA Online against modifications that could give players an unfair advantage, disrupt gameplay, or cause griefing. It also bears mentioning that because game mods are by definition unauthorized, they may be broken by technical updates, cause instability, or affect your game in other unforeseen ways. We have always appreciated the creative efforts of the PC modding community and we still fondly remember the awesome zombie invasion mod and original GTA map mod for GTAIV PC among many other classics. To be clear, the modding policy in our license has not changed and is the same as for GTAIV. Rockstar has clarified its stance, saying that it won't ban any player for using cosmetic mods and single player mods:

But Rockstar itself has never been crystal-clear how it feels about the modding community, and recent reports that players were getting banned had some worried. Mods were at the heart of GTA 4's long and continued success on PC. A world as rich and broad as Rockstar's is just calling out for the ability to play as a chicken, use Half Life's Gravity Gun or throw whales around like you just don't care. GTA V on PC finally launched on PC last month, and for many players that meant one thing and one thing only: mods.
